Mergers of local unions can happen two way according to the IBT Constitution. One is the negotiated plan between two local. If the locals are solvent the local being merged must vote its membership. Two is if the local being merged is insolvent or incapable of running its affairs it can be forced merged. In the case of a forced merger the Joint Council should play a role to make sure the merger reflects the jurisdictions involved thereby making the area standards stronger.

The merger of 287 into 853 was a travesty. It had a large geographic jurisdiction and merging it did nothing to make the Joint Council stronger. I do not know the facts of the 287 UPS workers going to 70 but once they were in 853 70 had the right to file a jurisdictional claim for them since 70 represented UPS workers. The JC would have ruled on a claim by 70 since the dispute was between two locals in the same JC.

If Local 695 needed to be merged because of insolvency it should have been broken up by jurisdiction and the units should have been been distributed to Wisconsin locals by the JC.

Local 120 and the power used by Tom Keegel through JC 32 meant every merger was carried out to benefit Local 120. It can be argued mergers can make the union stronger in certain cases. However what happened in Iowa did not make Iowa stronger. Failures like Baker were rewarded with a job in 120 for merging his local in 120. Strategic voluntary mergers could have made Iowa stronger. Merging North and South Dakota would have been better than putting them in 120 so the Slawson's could loot a bar. This is not to advocate forced mergers it is meant to advocate locals sitting down together to develop strategic plans to make their areas stronger
