You don't mean to downplay bargaining victories, but you did. The win on eliminating 22.4 can be traced back to this being voted down in 2018, and it being a major issue in the 2021 IBT election cycle. The win on air conditioning and additional ventilation can be traced to the importance put on the issue by Teamster members and leaders, particularly after health and safety issues occur.
Bargaining is all about context.
